Mr. Encabo is a graduate of AB Sociology from Ateneo de Davao University and holds a Master’s degree in Development Management and Governance.
He has extensive experience in both government and the academe. In June 2016, he was appointed as Assistant Secretary of the Presidential Management Staff, and in April 2021, he became Chairman of the Cooperative Development Authority with the rank of Undersecretary. Earlier in his career, he served as an elected public official in Davao City (2010–2015) and taught at local public colleges and universities, specializing in Public Administration, Developmental Organization, and Social Sciences.
Before his government service, Mr. Encabo also built strong credentials in the private sector, with expertise in sales and marketing, agency and organizational development, and the design and facilitation of training programs.
